European PV Manufacturers Call for Fair and Technologically Neutral Incentive Framework in Italy

Latkova vas, Slovenia – February 2, 2026 – As European manufacturers of photovoltaic modules, we express deep concern regarding the current draft of Italy’s energy law (DL Energia/Bollette), which proposes to limit access to future incentive schemes for solar refurbishment to modules listed only under sections b and c of the ENEA register.

This would effectively exclude all EU-based manufacturers currently listed under section a, who represent the overwhelming majority of Europe’s solar production capacity and are already supplying certified and traceable modules across the continent.
This measure would prevent these manufacturers from participating in projects that receive public support, including refurbishment programs for existing installations under Conto Energia. These are installations that have historically been incentivised to use European-origin modules. If this exclusion remains in place, future replacements would be limited to a single remaining eligible producer.
A Risk to Fair Competition, Energy Transition, and Italian Consumers
Such a framework not only limits access to market for a large segment of European industry. It also creates a bottleneck for Italy’s own solar deployment goals.
If only one producer is eligible and that producer is unable to meet the required capacity, timelines, or quality expectations, the result will be slower implementation of renewable energy projects. Available funds will remain unused, and citizens will bear the cost of missed climate targets and higher electricity bills.
At the same time, the reliance on a single supply chain carries significant risks. If that producer does not maintain transparent and verifiable manufacturing processes, there is a real danger that modules will be sourced from third countries, including China, and resold under a European label without full traceability. This practice, which is already occurring today, undermines the purpose of incentives and erodes trust in the market.
Inconsistency with European Objectives
The proposal contradicts the principles of the Net Zero Industry Act, which aims to strengthen Europe’s manufacturing base while maintaining openness and fairness. It also diverges from the forthcoming Accelerator Act, which encourages diversity in sourcing of key components and respects multiple technological approaches.
This is not a call to exclude any producer. It is a call to ensure equal access to incentives for all certified, traceable, and high-performing modules produced within the European Union, regardless of specific production models.
What We Propose
We urge the Italian government to:
Reinstate eligibility for modules listed under section a of the ENEA register
Or revise the definition in section b to include a performance-based criterion, such as:
Photovoltaic modules manufactured in the European Union using solar cells with a minimum efficiency of 24 percent under standard test conditions
This approach ensures that incentives reward real technological quality and maintain a level playing field across the European industry.
