BISOL® Reaffirms the Importance of Technological Neutrality and Open Market Access in EU Solar Policy

Latkova vas, Slovenia – December 23, 2025 – BISOL Group, Europe’s largest premium manufacturer of photovoltaic modules, expresses concern over the current wording of Article 94 in Italy’s draft budget law, which proposes to exclude the majority of European PV manufacturers from the country’s new tax incentive scheme by restricting eligibility to only certain categories in the ENEA registry.

This would effectively exclude nearly all European PV manufacturers listed under section “a” of the ENEA register from participating in the upcoming investment incentive program. As currently formulated, the measure would restrict access to incentives to a single domestic producer, thereby closing the market to the broader European industry and undermining the principles of fair competition within the EU internal market.
Such an approach stands in clear contrast to the European Union’s strategic objectives to rebuild and strengthen its renewable energy manufacturing base. It risks reducing customer choice, raising project costs, slowing down solar deployment, and distorting competition, all at a time when Europe must accelerate energy independence and industrial resilience.
